To act in “shadow areas” which cannot benefit
from the state's ordinary programs because of
their high cost;
To carry out basic infrastructure projects in
these areas: roads and tracks, electricity, drinking
water, schools, health care centers, youth centers,
leisure areas;
To provide an economic base in these areas through
micro-credits granted to beneficiaries to carry
out agricultural, fishing, handicrafts, or small
trade projects;
To eradicate substandard houses and replace them
with decent ones.
