Regions play a leading role in proposing projects which meet the fixed requirements and priorities. They coordinate with the various interveners in the implementation of projects according to the required technical standards, the lowest cost and the shortest implementation time.

The FSN budget is drafted according to the projects and programs proposed by the regions in consultation with the relevant Fund’s departments in order to define priorities, the estimated projects’ costs in the light of the loans allocated by the Fund for interventions during the current year.

The Fund’s draft budget is then submitted to a ministerial council chaired by the Head of State before being adopted by the Cabinet during the meeting scheduled for the reviewing of the state budget. After that, it is submitted to the Chamber of Deputies and the House of Councilors to be reviewed during the adoption of the Draft State Budget.


Infrastructure
Electricity: The Fund has funded projects involving the extension of the electricity network benefiting73,032 households for investments totaling 147.120 million dinars.
Potable water: The Fund's potable water supply projects have benefited 84,452 families with an investment of 110.5 million dinars.
Local dirt tracks and roads: Improving the roads network included the management of 4570 km of roads and dirt tracks for investments totaling 233.3 million dinars.

Housing
Ensuring decent housing for some 69,561 families and the construction of 40,370 homes since 1993 as well as the rehabilitation of 29,191 others with total investments of more than 228.718 million dinars. The national program for the eradication and replacement of rudimentary dwellings, whose implementation was entrusted to the National Solidarity Fund during the period between 2000 and 2004, is a priority project and has involved the construction of no less than 26,374 homes contributing to the eradication of rudimentary houses identified in 2000 and replaced subsequently with decent houses.

Health
The construction of 141 basic health services centers for 6.4 million dinars.

Education
The completion of 136 core education centers for investment estimated at 4.4 million dinars.

Income Sources
From 1994 to 2000, the Fund has helped create sources of income benefiting 63,223 individuals for a total cost of 93.250 million dinars. Since 2000, the mission of providing loans for the launch of micro projects and sources of income has been assigned to other solidarity mechanisms namely the Tunisian Solidarity Bank and the micro-credit system made up of development associations.

Support programs and other projects
The support programs consist of social, health, educational and sports projects aimed at strengthening the Fund’s infrastructure projects and improving the peoples’ living conditions. These projects were implemented with the assistance of relevant sectors.

Various other projects have also been undertaken in the areas where the Fund has intervened such as the construction of recreational, cultural and youth centers, school maintenance and the development of craft and trade villages. To these are added various other projects such as the environment.

On the other hand, the National Solidarity Fund holds summer activities (summer camps), in collaboration with the Ministry of Youth, Sport and Physical Education, the Ministry of Women, Family, Children and the Elderly and some civil society organizations such as the Tunisian Youth and Science Association and The Tunisian Family and Entertainment Society. Such projects have benefited the inhabitants of areas where the FSN is intervening.

Celebrating the anniversary of the World Health Organization award to the President of the Republic in 1996: As a token of esteem and recognition to President Zine El Abidine Ben Ali for his sighted policy adopted in the field of health and human development which aims to bring health benefits to all citizens in the regions, he was awarded the gold medal by the World Health Organization in 1996 as Tunisia managed to achieve the organization’s millennium objective of "Health for All".

On 26 February each year, national and regional events are held in Tunisia (health caravans etc…) in order to celebrate this anniversary. These events are held in collaboration with the various participating parties (the Constitutional Democratic Rally, the Ministry of Public Health, the National Solidarity Fund and governorates).

The funds allocated to the FSN budget during the past five years totaled around 190 million dinars. During this period, many important projects have been realized particularly in border areas, priority districts and some trade cities in order to consolidate dynamic economic activities which generate jobs as well as environmental projects. It is worth mentioning the following:


Infrastructure and public amenities
Completing several projects in the governorate of Jendouba such as the integrated project in El Houch/Oued Maaden (District of Ghardimaou). This project includes basic infrastructure such as the asphalting of a road of 7 km, developing public amenities such as drinking water, housing, public utilities and others. It equally includes the asphalting of tracks located in border areas such as the "Halima/El Mrij" track in Fernana, "Sidi Lahbib/Errouii" track and the "Zouitin/Sahrawi" track in Ain Draham for global investment of 5.457 million dinars.
The upgrading and rehabilitation of community housing projects in El Houidh, district of Utique (Governorate of Bizerte), with investments estimated at 3 million dinars.
Intervention in the area of Sidi Fathallah (district of Jebel Jelloud - Governorate of Ben Arous), for basic infrastructure projects of basic infrastructure, housing and various facilities projects for a total cost of 1.672 million dinars.
Maintenance projects by the Fund such as community housing projects, rehabilitation and development of Ennasr neighborhood in Mateur, the construction of basic health centers and recreational areas for investments of about 1.185 million dinars.

Housing and basic amenities
The relocation at the Zouaïdia neighborhood of 40 families previously living in El-Fath neighborhood (district of Soukra; Governorate of Ariana) and intervention in favor of the Borj Turki neighborhood in the district of Ariana (managing the channel and relocation of families living in rudimentary homes) at a cost amounting to 1.705 million dinars.
The development of basic public amenities and community housing projects in the community of Mezita in Kalaât Senane (Governorate of Kef), as well as housing projects for families victims of landslides in recent years in the districts of Nebeur in Eastern Kef and Western Kef for a total cost of 1.030 million dinars.
The relocation of a number of families settled on the bed of a wadi in the Ennaour neighborhood in the district of Hammam-Lif (Governorate of Ben Arous) for 500.000 dinars.
The construction of 50 homes in Hammam-Lif for the relocation of 50 needy families squatting in the former palace of the Bey for about 1.150 million dinars.
The construction of 76 homes in the suburb of Bhar Lazrag, municipality of La Marsa benefiting families previously living in the Nouvelle Ere neighborhood in the community of Sidi Amor located in Kram-West with a total budget of 3700 thousand dinars.
The contribution to the rehabilitation of 57 homes and the construction of two homes in the Sombat neighborhood in the district of El Hamma (Governorate of Gabes), for a total cost estimated at 93 thousand dinars as well as the creation of a Public Library with investments worth 95 thousand dinars.
The contribution to the rehabilitation of 47 homes, the construction of 9 new ones in Oued Ennour neighborhood in the district of El Hamma (Governorate of Gabes) and the construction of a stadium for a total cost of 178 thousand dinars.
The contribution to the rehabilitation of 60 homes and the construction of one new house in El Hamma-West neighborhood in the district of El Hamma (Governorate of Gabes) with a budget of about 71 thousand dinars as well as the development of a youth club for 80 thousand dinars.
The construction of 207 housing units in the subdivision Erroumani at Jendouba.
The construction of 45 homes in Dhhar Kedia community for the relocation of Bizerte El Ghali tenement squatters. The project cost 1.023 million dinars.

Local tracks and roads
The paving of Umm Ali Msaâdia dirt track in Feriana in the governorate of Kasserine (17 Km), at a cost of 1.4 million dinars.
Improving and asphalting a rammed earth road in El Kharrouba-Utique, in the Governorate of Bizerte (5 km) at a cost of 1.3 million dinars.
The development and the tarring of a rammed earth road linking El Frid and Fejj Bouzaiane in the district of Tamerza (Governorate of Tozeur) for a budget estimated at 700 thousand dinars.
Completion of the Ouled Sidi Ali Zaid dirt track (3 km) in the district of Bargou (governorate Siliana) at a cost of 314 thousand dinars.
The paving of the road between Abdullah and El Mrabet Mhaouid (4 Km) in the district of Fernana (Governorate of Jendouba) for investments around 457 thousand dinars.
Paving Sidi Mohamed dirt track (5.6 km) in the district of Tala (governorate of Kasserine), at a cost of 571 thousand dinars.
Paving El Kharrouba/Development Center track (3.5 km) in the district of Sakiet Sidi Youssef (governorate of El Kef) with a budget of 725 thousand dinars.
Paving the Development Center/Sidi Bou Adila track (3.5 km) in the district of Sakiet Sidi Youssef (governorate of Kef) at a cost of 445 thousand dinars.

The FSN has also continued performing other urgent interventions by boosting and developing basic public amenities in some local communities including connection to potable water and electricity supply networks.


Supplying drinking water
Supplying potable water to 160 families in the communities of Rmitha and El-Frid, district of Tamerza (governorate of Tozeur) as well as to community housing projects of Ferdaous and Matrouha in the governorate Kebili for loans totaling 1.815 million dinars.
Supplying potable water to 83 families in the Bou Lakbech neighborhood at Douar Hicher in the Governorate of Manouba costing 202 thousand dinars.
Supplying potable water to 48 families in northern and southern Médenine with a budget amounting to 129 thousand dinars.
Supplying potable water to 200 families in the villages of Sidi Mohamed and Oueljet Edhill in the district of Thala (governorate of Kasserine) costing 357 thousand dinars.
The management of 5 water spas.
Supplying potable water to 50 families in the village of Douar Belkilani in the district of Utique (Governorate of Bizerte) for 250 thousand dinars.

Connection to electricity network
Supplying electricity to 100 households in Gafsa South and the rural communities of Ouled Laâmaïria, Ouled Sidi Sai Jellabia, El-Barka and Henchir Kallel in the district of Moularès (governorate of Gafsa) with a total budget of 752 thousand dinars.
Supplying electricity to 48 households in Hassi El-Frid and Laayoune in the governorate of Kasserine with a budget of 157.5 thousand dinars.
Supplying electricity to 88 households in the district of Mateur for 270 thousand dinars.

Creating craft and trade centers (craft villages) and consolidating productive economic activities
Creation of two craft villages in Aïn Jloula in the district Ouslatia, and El-Ala in Kairouan, with a budget of about 175 thousand dinars.
Creation of a crafts village in Mhamdia, governorate of Ben Arous, for a total cost of 150 thousand dinars.
Creation of a crafts village in the governorate of Jendouba within the framework of Tunisian-Belgian cooperation with investments of nearly 500 thousand dinars.

This project finds its roots in the important historical decision announced by President Zine El Abidine Ben Ali on 9 December 2006 on the occasion of the 58th anniversary of the Universal Declaration of Human Rights. This decision involves the implementation of an extensive program for the upgrading of working class neighborhoods located in the vicinity of large cities.

This ambitious program involved 26 neighborhoods with over 166,000 inhabitants. Among these neighborhoods, 14 are in the Greater Tunis area and 12 are found in 11 other governorates. The cost of the program—whose implementation was scheduled over three years (2007, 2008 and 2009)—was estimated at 114.525 million dinars. 75 million dinars were funded by the FSN.

An important aspect of this ambitious presidential program was its approach focused on the integration of theses neighborhoods. Besides improving the basic infrastructure (roads, sewerage and storm water drainage, lighting ...), housing and the development of public amenities and facilities ( parks, recreational areas for children, playgrounds and sports facilities ...), the program aimed at developing productive activities and to promoting training and employment in order to improve existing income sources and help the development of new ones through craft and trade villages as well as the consolidation of economic activities capable of generating jobs.

It is important to note that the rate of completing these basic infrastructure projects in the zones of intervention from 2007 to the end of August 2009, amounted to 95%; it should reach 100% in the period between the end of 2009 and 2010.
In order to provide these working class neighborhoods with better living conditions, namely those developing in the outskirts of the capital Tunis, the President of the Republic ordered in his speech on November 7, 2008 the implementation of a three-year program (2010-2011-2012) involving the upgrading of 56 neighborhoods with over 200 thousand inhabitants giving particular attention to areas of training and promoting dynamic economic activities for a total cost of 150 million dinars.
In order to begin the implementation of the project, a cabinet meeting met for the purpose. The meeting discussed the programs and identified the target neighborhoods. The relevant departments carried out the technical studies relating to infrastructure as well as the social and economic surveys. As for the housing projects, upgrading works started in Ennasim 1, 2 and 3 in Tébourba (governorate Manouba) with a completion rate of around 44%, at Bir Lehlou in Zaouiet Sousse, a completion rate exceeding 43%, in Al Mansoura, Soukra (governorate of Ariana), a completion rate of around 35% and projects in the Jardins neighborhood in Beja completed at 32%.
As far as public amenities, industrial and economic areas are concerned, studies are underway in order to identify and allocate the necessary land lots and settle the various related legal issues.
